It was attended by more than three hundred thousand people, organized by Martin Luther King, Jr. alongside other activists. The demands stated during the demonstration paved the wa y for the meaningful legislation of civil rights. In addition, the matching led to the elimination of segregation based on race in public schools, the safeguarding of protestors against police brutality, the passage of a law forbidding racial prejudice in the public and private sectors and finally a program that provided jobs equally to both the blacks and whites. All these featured in the Civil Rights Act of 1964, which was passed after the assassination of President John F Kennedy and are still functional to date.

Brief description of Elio Engineering Essay Elio Engineering is a company founded by Paul Elio and Hari Sankara for development and creation of late 1990s-era car seats. Paul? s seat was part of a special class of automotive seats in the industry called all-belts-to-seat (ABTS), and it was named NC seat (NC for No Compromise). Paul design seat called NC No Compromise since this seat would revolutionize the automotive industry making performance, weight and costs better than the competition. Presently due to its high cost, ABTS was used mostly in luxury and high end vehicles but with the design and idea of Paul, this technology becomes cheaper and can be implemented across all vehicle types for increased safety and comfort. A typical conventional front seat is priced around $500, lower cost compared with the ABTS seat that is like $750. One complete system costs an average of $2500. The seat mechanism, consisting of recliner and tracks, constitutes the technological core of the seat system. †¢ An ABTS integrates the seat belt directly into the seat that is potentially safer because it â€Å"hugs† the occupant in the event of rear collision. †¢ Ease of use, higher comfort level, more attractive appearance and maneuverability of removable seats. In order to launch their product, and knowing that Bostrom was looking for and ABTS, Elio achieved an agreement with the firm, so they could use their site and their facilities (the computers and electronic equipment to warrant the quality of the seat, meet FMVSS and NHTSA standards) to develop the product, otherwise Elio wouldn? t have enough resources to produce and set up the seat. Bostrom planned to unveil the NC Seat at an annual trade show in March of 1999 in Louisville, Kentucky. The size of the US truck Market in that year was expected to be around the 500. 000 units, with the company commanding a market share of 50%, the European Market was about the same size, but Bostrom had no presence there. Elio expected to be able to get 2 to 5 % royalties on sales in the truck industry. However, Paul had concerns if Bostrom is the right partner in this venture where the ABTS seat has the potential to save millions of lives. Potential Market Size for Elio ABTS Seat Technology Elio’s ABTS seat system with its new technology, lighter weight, lesser components, higher safety and reduced costs has the potential to revolutionize the automotive industry and become the technology of choice for OEMs. The market potential in Northern America is 17 million units and up to 53 million units worldwide. As mentioned in the blue ocean strategy of six paths analysis, Elio can also look at alternate industries like heavy trucks, aircraft and passenger trains for its ABTS seat systems (Kim Mauborgne, 2006). Partnership with OEMs While the ultimate users of automotive technology are the customers who buy the cars, it is the OEM’s who make the decision on the seat system that needs to be selected for their vehicles. The OEM’s expect the seat system not only to fit the body of a particular car model but for it to become a part of the total interior design. The three biggest OEM players in the US market are GM, Ford and Diamler Chrysler with 29%, 25% and 16% of the market share. These OEMs use complex and sophisticated market segmentation technics based on demographics and lifestyles to design car interiors and seat systems. These OEMs wield enough power to dictate to the suppliers their requirements at very small operating margins of 2 to 5% (Burgelman, Christensen, Wheelwright, 2008). Also, it is particularly pertinent in engineering driven companies that assume developing new innovative products would generate fabulous success, which is not the case. The product might be successful, however the innovator might not. Considering the aforementioned points, it is important for Elio not to disclose their exact costs to OEMs and also do not rely totally on the innovation of their new ABTS seat system for continued success without a complimentary car interiors option (Kim Mauborgne, 2006). As a result, it is not recommended for Elio to directly approach the OEMs with their ABTS business proposition. Partnership with Competitors Elio Engineering began their initial collaboration with Bostrom Seating, a wholly owned subsidiary of Johnstown America Industries, Inc. (JAII) for prototyping and testing their design of ABTS for FMVSS and NHTSA standards adherence. While their results were successful and the partnership appeared lucrative, JAII’s capabilities in terms of OEM relationships, global presence, acquisition capability, existing alliances, JIT inventory, comfort engineering, CAD/CAM/CAE, benchmarking, research development, product development process, interior systems capabilities, total program management, vertical integration, purchasing, in-house design, system level testing and financial growth were either weak or non-existent (Burgelman, Christensen, Wheelwright, 2008). In this regards, for Elio Engineering, JAII can be seen as early adopters (Moore, 2002), but for Elio to move towards dramatic growth, they will need an early majority (Moore, 2002). In Northern America, Johnson Controls (JCI), Lear Corp. And Magna are the big tier-one players. They have about 60% of the market share. JCI is a global diversified technology and industrial leader in automotive seating, overhead systems and interior electronics (JohnsonControls, 2010). JCI has a strong to adequate positions in OEM relationships, global presence, acquisition capability, existing alliances, JIT inventory, comfort engineering, CAD/CAM/CAE, benchmarking, research development, product development process, interior systems capabilities, total program management, vertical integration, purchasing, in-house design, system level testing and financial growth. Lear Corp. is weaker than JCI in engineering and manufacturing abilities but compensated on systems integration and tier-two relationships. Magna did not excel in any particular area but it had adequate capabilities in most areas. Additionally, JCI and Lear Corp. have a strong global presence too with 27% and 25% respectively in Europe. All the three tier-one companies have the research development and manufacturing capabilities to transfer know-how to develop commercially viable products (Burgelman, Christensen, Wheelwright, 2008; White Bruton, 2007). For Elio Engineering, partnering with a tier-one operator is the practical option due to the following reasons : †¢ Easy access to extensive manufacturing capabilities. †¢ Access to global markets. †¢ Access to sophisticated research and development facilities. †¢ Strong relationships with OEMs. †¢ JIT Inventory and efficient supply chain management. †¢ Good tier-two relationships. For Elio Engineering, partnering with Lear Corp. would be the better than JCI for the following reasons : †¢ JCI has strong RD set-up and they would have their in-house development for ABTS technology. Hence, Elio will have less bargaining power with JCI and possible conflict from JCI’s in-house team. However, Lear Corp’s R D is weak and they would opt for the ABTS technology from Elio to be able to better compete with JCI. This will enable Elio to have the better hand in negotiations. †¢ Lear Corp has the second largest market share in both Northern America and Europe after JCI. Lear Corp will be able to take advantage of Elio’s ABTS solution to increase their market share. †¢ Earlier attempts to associate with JCI were not successful for Paul. Abraham Lincoln was born Sunday, February 12, 1809, in a log cabin near Hodgenville, He was the son of Thomas and Nancy and he was named for his paternal grandfather. Thomas Lincoln was a carpenter and farmer. Both of Abraham's parents were members of a Baptist congregation which had separated from another church due to opposition to slavery. As Abraham grew up, he loved to read and preferred learning to working in the fields. This led to a difficult relationship with his father who was just the opposite. Abraham was constantly borrowing books from the neighbors. Abraham Lincoln, the 16th president of the United States, guided his country through the most devastating experience in its national history--the CIVIL WAR. He is considered by many historians to have been the greatest American president. Early Life In 1816 the Lincolns moved to Indiana, "partly on account of slavery," Abraham recalled, "but chiefly on account of difficulty in land titles in Kentucky." Land ownership was more secure in Indiana because the Land Ordinance of 1785 provided for surveys by the federal government; moreover, the Northwest Ordinance of 1787 forbade slavery in the area. Lincoln's parents belonged to a faction of the Baptist church that disapproved of slavery, and this affiliation may account for Abraham's later statement that he was "naturally anti-slavery" and could not remember when he "did not so think, and feel." Indiana was a "wild region, with many bears and other wild animals still in the woods." The Lincolns' life near Little Pigeon Creek, in Perry (now Spencer) County, was not easy. Lincoln "was raised to farm work" and recalled life in this "unbroken forest" as a fight "with trees and logs and grubs." "There was absolutely nothing to excite ambition for education," Lincoln later recalled; he attended "some schools, so called," but for less than a year altogether. Introduction The Health and Social care has many sections or Organisations that provide Healthcare services to people with special needs. Health and social care services use the Philosophy of Careto support vulnerable people by implementing their rights according to the right legislation and codes of practice. The legislation also provides way to protect the service users for harm and abuse. A person-centred approach used by the services ensure individual needs of service users. Although the philosophy of care is used to improve and care for service users yet there is still ethical dilemmas and conflicts that we face. As a care workers in ABC care home we have to do all the required training to always know and do what is expected of us when it comes to protecting service users and use the theories of human development that can help me manage with the considering of social processes to make recommendations for health and social care services to vulnerable people with others professionals. Principl es are simply rules or guideline. In this case we are looking at guideline of support. Principles of support are useful to health and social care settings success. We can apply principles of support to ensure that individuals are cared for by promoting Anti-discriminatory practice. This is by lawful treating every individual with respect, by not treating them less favourable or disadvantaged. (Anti-Discrimination Act 1998. Tasmania). This can achieved by promoting and supporting individuals’ rights. People who need health care particularly long –term care they sometime feel like their dignity and independence is being taken away from them. Principles of support are applied to ensure that individuals are cared for in Health and social care settings by supporting individuals’ beliefs and identities. For example if they are Christians most of them some would be expected to have a need to church. To ensure that individuals are cared in health and social care is by applying the principles of support. Every Individuals confidentiality should be taken ser ious, this is very important in health and social care settings because it relates to personal information about patients. The purpose of a confidential care service is to protect the Patients information and restrict who can access it. The Data protection Act (1998) enforces service users information to be protected. Communication is a two-way process of interaction between two or more people, this involves sender, massage, medium, understanding and then feedback. For example, some services users can learn how to play computer games or other forms of computer related tasks and from there then they can always support themselves playing. (Skills for care) By supporting and allowing risk management and risk taking to increase individuals’ independence and choice. This is achieved by guiding and monitoring services users to get involved in some physical activities. For example playing football, running and others. (Skills for care) 1.2 OUTLINE THE PROCEDURE FOR PROCTECTING CLIENTS, PATIENTS AND COLLEAGUES FROM HARM. Protection in Health and social settings is done mainly in two ways. The first one is to protecting service users from harm and secondly is to safeguard vulnerable people from abuse. So protection in Health and social care is to safeguard from harm or abuse. Harm is damage or injury caused by people or event. Abuse is a violation of individuals’ human and civil rights. Safeguard from abuse is the multi-displinary work done by care services or other Organisations to minimise and manage risk to Adults that could be exposed to abuse. ABC care home Staff should to know who is behind enforcing the philosophy of care and how it’s applies to protect the entire ABC care home staff and the care home. To Protect ABC care home staff and anyone else that might use the services ABC Carers have to get induction and training when they start work. This is to ensure that ABC Carers have enough knowledge about ABC workplace. This is finding out information and facts for me to settle in ABC care home. This includes codes of practice, rules and regulations that run the care home hence protecting service users and one else that can come to the premises. Training can help Carers to protect service users at ABC care home form harm by learning how to manual handle. This is using my bodily force to lifting, lowering, pushing, pulling or caring service users within the care home. The regulation that covers manual handling is. (The Manual Handle Operations Regulations 1992. amended 2000). This will enable ABC Carers to use the right equipment for the task and use  good handling technique to move the service users and this will reduce risk harming Service user. (www hse.gov.uk). For this to happen the effective training cycle was created and it has to be fully followed for effective training to be achieved. The cycle involve Identifying training needs, establish training objectives, developing training activity, deliver training activity, check training objectives made and measure improvements. For training to work effectively with in the ABC care home, Trainers have to ensure that they are using every part of the cycle step by step. This will not only benefit ABC care home but it will help focussing on the right service user for the right reason hence this leading to the desired outcome of training. To be able to protect vulnerable people in ABC care home Carers have to make sure that their personal hygiene is up the standards of Health and social care settings. Hygiene can be achieved in appearance, dressing, behaviour and personal cleanliness. Due the fact that caring for vulnerable people in ABC care home involves serving food. Every staff that deals with serving food has to be clean so that they do not contaminate service users’ food and this can reduce service users from being food poisoned. More to that, ABC care home carer need to know about food hygiene. Food hygiene involves washing hands when starting work, after the use of the toilet, between handling cooked and raw food, after sneezing and so on. (http:/wwww.midsussex.gov.uk/8170.htm). T his can minimise the chances of contaminating food that Carers could be handling. Food hygiene rules of food refrigeration have to be followed, food should not be overloaded or packed tightly, hot food should never be placed in the refrigerators, clean the refrigerators regularly, separate cooked food from raw, check food temperature control. To protect everyone at ABC care home from harm Carers should follow the Health and safety at work Act (HASWA) 1974 Regulations. This act was created to ensure that health and safety at workplace was less risky of harm and injury. Secondly, ABC Carer should apply the reporting of injuries, diseases and dangerous occurrences to the health and safety Executive or local Authority. (RIDDOR) 1995. Furthermore, Management of Health and Safety at work Regulations (MHSWR) 1999. The regulation needs employers and managers to do risk assessment in work place. The application  of this Regulation can help reduce hazards. (Health and social care Diploma) The Disability Discriminating Act (DDA) 1995. It puts responsibility on employers to make sure that people with disability can get safe access and exit from the workplace. (Health and social care Diploma) Another Regulation that can really be useful in a care home is (COSHH) 2002. This means the control of substances Hazardous to Health. It provides a framework to reduce the risk to Health and safety in association with hazardous substances. (Health and social care Diploma). ABC carer should know a few techniques about first Aid. First Aid is the first help given to sick or injured person until full medical treatment is available. This will enable Carers to help service users in case of emergency. For example if a service user is unconscious and breathing they should be placed in the recovery position and so on. Carers in ABC Care home should use the Whistle Blowing Policy; (www.gov.uk/whistleblowing) If a member of staff in ABC care home is miss treating service users or other Carers it’s Carers’ job to report the crime to the manager or local council depending how big the problem is. Appling the Medicines Act 1968 would minimise the risk to service users in ABC care home by giving medicine to the right service user, right time, right medication, right dosage and route. (legislation.gov.uk). 1.3 ANALYSE THE BENEFIT OF FOLLOWING A PERSON CENTRED APPROACH WITH THE USERS OF ABC CARE HOME. The person centred approach was developed by Carl Rogers (1902-1987) a Psychologist. This was mainly in relation to the therapist and the client, he named it the client centred approach then later he renamed this theory a person centred approach because he wanted to minimise the individuals’ Autonomy. He developed a person centred approach as a way of counselling and psychotherapy. This approach is applied essentially as a Non Directive. Following a person centred approach in ABC care home would help in developing a service user focused service by ensuring that their needs are fulfilled. For example, Health care workers have to provide assistance to the disabled people by doing things for them that they can’t do themselves. The ethical dilemma that has been faced by ABC workers when caring for Mrs. M is that she has acute pains and painkillers prescribed by the doctors are not working due the fact that she likes drinking whisky that she has failed to cut down and this is affecting the painkillers from working. The conflict in Mrs. M’s situation is that painkillers are needed to be taken to reduce the pain she is having but the whisky Mrs. M likes taking is stopping the painkillers from working. 2.1 Explain the implementation of polices, Legislation, regulations and codes of practice that are relevant to own work in ABC care home. A Cording to the Oxford dictionary (2010) a policy is ‘a course of actions, as of a government, political, or business, intended to influence and determine decisions, actions, and other matters’. Every Child Matters is one of the policies used in ABC care home for children welfare. (education.gov.uk). every child matters policy’s aim is to ensure that children are healthy. ABC care workers should make sure that children have good physical and mental health by giving them food, encouraging children to have enough exercises and giving them medication when they are sick. In ABC home Children are safe under the Every Child Matters policy. (education.gov.uk). The policy’s aim is to protect children from harm and neglect. Caretakers in ABC home should care for the children by giving the love and ensuring that their needs are  fulfilled. For example, washing their clothes. etc. Care staff in ABC should follow the Healthy and Safety at work act 1974 to minimise harm to children. For example, following (RIDDOR 1995) ABC care takers should report injuries, diseases and dangerous occurrences the Healthy and Safety Executives to so that cases can be followed and investigated to prevent future injuries, diseases and so on. ABC Care staff should ensure that children are not anti-social and not doing any Crimes. The ABC home staff should encourage children to go school so that they don’t end up is gangs. More to that, Quality protects is another policy that was created by the Department of Health in 1998. One of the Quality Protects’ aims in ABC care home is to make sure that Children get a bond to ABC carers enabling safe and effective care for the period of Childhood. For example, there should be a father and son relationship between a Male carer and a boy service user. Secondly, ABC carers must protect Children from emotional, physical and sexual abuse and neglect. ABC Carers should not verbally abuse Children or beat then and ABC carers should do (CRB) checks before they can be employed by ABC care home so that children can be in good hands. Etc. Legislation. The rehabilitation of offenders Act 1974. (legislation.gov.uk). The Act would help service users in ABC care home who have committed crimes to be rehabilitated by enabling criminal convictions with some exceptions to be spent or ignored after a rehabilitation period. For example, crimes committed by mentally sick service users could be dealt with differently. Human Rights Act 1998. (Elizabeth et al. 2010). The Act protects rights given under the European convention on human rights. This Act points out that everyone has a right to live. In the ABC care home under the Human rights Act 1998 (equality humanrights.com) service users should be given a chance to live their lives the way they want and their needs should be fulfilled. Under this Act the right to live means giving service users food, medication and shelter. etc. The Human right Act 1998 protects ABC service users from slavery and forced labour. No service users should be treated  like a slave, ABC carers should not force use rs to do unpaid work around the ABC care home. ABC carers should not discriminate against service users under Human rights Act 1998. Carers should treat every service user the same regardless of where they are coming from. Carers should tolerate and respect Users cultures and religions. No service users shall be punished without law. According to skills for care website Codes of practise is â€Å"a list of statements that describes the standards of professional conduct and practice required of social care workers as they go about their daily work†. The code of practice help to protect service users in ABC care home (Skills for care) by protecting their rights and promoting the interest of service users and Carers. ABC carers can do this by treating everyone as an individual, respecting their cultural beliefs and religions, supporting and maintaining dignity and privacy of users. 2.2 Explain how Local policies and procedures can be developed in accordance with national and policy requirements. Local policies are principles of action developed by individual care homes to help safeguard service users from abuse. These principles are developed according to the service users the care home is caring for. For example some children’s care home principles differ from the elderly ones. Policies and procedures when developed they give employers and employees guidelines for fair and legal treatment to every service user in an organisation or care home. (www.gov.uk/government) by using the five domains obtained from the three part definition of Quality First which states that; Quality care consist of: effectiveness, patient experience and safety. The five domains from the definition are: Preventing people from dying prematurely, ABC carers can prevent people dying prematurely by doing risk assessment, this can help find hazards within the ABC care home that could be life threatening. For example faulty electric switches, sockets and cables could be found by risk  assessing and fixed to ensure that the ABC care home is safe for service users. The second domain is enhancing quality of life for people with long term conditions (www.gov.uk/government). In ABC care home employers can help improve quality of lives of service users with long term conditions by giving them healthy food and encourage them to do exercises so that they can stay fit. Thirdly, help people to recover from episodes of ill health (www.gov.uk/government). With the ABC carers can help service users to recover from ill health by giving patients their medicine on time and by ensuring that doses are finished in the advised time. etc. Treating service users with respect, dignity and compassion policy. This policy is implemented in ABC care home by increasing diagnosis rate for people with dementia because there is a low diagnosis for people with dementia in England as whole. For example invest more money in ABC care home to improve the project by buying better toolkit to ensure that ABC employers and employees provide a better service. 2.3 The Care Standard Act 2000 was put in place by the government on 20th July 2000 and came into effect April 2002. The Act was made to help reforming the regulatory system for care services in England and wales. These services include: residential car e homes, children homes, nursing homes, domiciliary care agencies, fostering and so on. The Care Standards Act 2000 aims were to extend the regulation of social Care from two white papers published by the Government in 1998 and 1999 entitled â€Å"Modernising Social Services and Building for the future†. Recommendation 19 of the Bichard inquiry report states that; ‘new arrangements should be introduced requiring those who wish to work with children, or vulnerable Adults to be registered. The Act formed a body called the Independent Barring Board (â€Å"IBB†). The IBB establishes and maintains children’s and Adults’ barred list. The Act points out offences and writes down penalties for not complying with the Act. For example if a door is meant to be kept locked and the Manager opens it he could get fined 5000 pounds or six months imprisonment if Inspectors find out. The No Secrets policy document has guidelines on developing and implementing multi-Agency policies and procedures to protect vulnerable adults at risk of abuse. One of the No secrets principles is to recognise people who are unable to take their own decisions or protect themselves, their belongings or bodily integrity this helps to adults at risk of being abused. Random Acts of Kindness

During one of my Online Facebook sessions, I was watching a video on random acts of kindness called â€Å"Validation†, it reminded me that performing random acts of kindness like simply complimenting people is something that I need to incorporate more into my life on a regular basis. I actually had a warm feeling inside knowing that many people have done so many kind things to me. I too have done many kind things to others; but, I had still not decided to incorporate this small thing into my life. I immediately realized that life is about being a blessing to others; however, there are times when people need to see tangible things done for them.When we give things that are tangible, it is one way to help others see Christ in us. I found out that there are many ways to show random acts of kindness. I had the opportunity to put this concept into action in several ways since our last class. On November 3rd 2013 I experienced firsthand what a difference I can make in young children ’s lives by spending time with them and telling them about a wonderful savior that has a given a free gift and that all we have to do is except him into our lives.I and my family lived in the Central part of Beavercreek Oregon in a 1800 square foot house on an eighth of an acre. We had a pretty good life as kids and there was always food on the table in our house. At the age of 18 I had decided to get involved in my church I had been attending for a little over a year. I talked to the pastor and got a hold of the Children’s ministry Pastor and she set me up to help with a class 4 days later. When I stepped into the classroom I immediately was overwhelmed with joy and a heart serve really serve these young children.After that first day I had many compliments about what an amazing impact I had on these kids and I now volunteer every other week there. Remember that your life can make a huge impact on people young and old. We have a savior that died for us on a cross and w e should return that favor by serving others. I hope you are impacted by this essay in someway and that you can start to make a difference in your community. As a you follower of God I have learned that through prayer and trust in the lord that he knows what is right for all of his children that we can make a difference.If we rely on God and not on our own understanding we are destined for success. John 3:16 says, For God so loved the world that he gave his only son, that whoever would believe in him would not perish but have everlasting life. All we have to except this free gift that God has given us and you will be saved. God sent his only son Jesus to come down to this earth to die on the cross for our sins so we can have the hope of heaven and not have to a die a horrible death. I hope you can come to know your savior and believe in the one who created you.

Battle of Midway essays The turning point in the American Civil War was reached at bloody Antietam, Maryland, when Confederate forces were fought to a standstill. The Allies reached several turning points in World War II: the Battle for Britain, the Battle of the North Atlantic, and the Defense of Stalingrad. For America, her shining hour, her turning point in that wars Pacific Theater was reached at an island called Midway. Midway is located in the Pacific Ocean, about 2100 miles east of Tokyo and 1135 miles west of Hawaii. Midway is actually two islets, Sand and Eastern, with a lagoon about five miles across and is located just inside the southern reef. Sand Island is only 850 acres or so and its highest point is only thirty nine feet. Eastern is not half of what Sand is, but the Navy placed great strategic value on Midway. Since1903, a telephone cable had connected it with Honolulu, and this cable was used in the battles preliminaries, leaving the level of radio traffic normal and there by foiling any enemy listeners. (1) The Battle of Midway started on the third of June, 1942 and lasted until the sixth of June, but the actual fighting in this battle only lasted one day. However, it could be argued that the real battle began the eighteenth of April, when Army Air Corps Lieutenant Colonel Jimmy Doolittle and his forces of sixteen B-25 Mitchell bombers were launched from the deck of the USS Hornet (CV 8), 668 miles off Tokyo for what was to be the famous Raid Over Tokyo. In Washington, D.C. President Franklin D. Roosevelt told reporters that the raid originated from a place called Shangri-La, a name designed to mislead enemies. The plan worked. The Japanese figured that the Aleutians or Midway Island had to be Shangri-La because it was within the bombers range. They Japanese decided that Midway had to be destroyed. Full Text of Oslo Accords Definition of Principles Following is the full text of the Declaration of Principles on Palestinians interim self-government. The accord was signed on Sept. 13, 1993, on the White House lawn. Declaration of PrinciplesOn Interim Self-Government Arrangements(September 13, 1993) The Government of the State of Israel and the P.L.O. team (in the Jordanian-Palestinian delegation to the Middle East Peace Conference) (the Palestinian Delegation), representing the Palestinian people, agree that it is time to put an end to decades of confrontation and conflict, recognize their mutual legitimate and political rights, and strive to live in peaceful coexistence and mutual dignity and security and achieve a just, lasting and comprehensive peace settlement and historic reconciliation through the agreed political process. Accordingly, the, two sides agree to the following principles: ARTICLE IAIM OF THE NEGOTIATIONS The aim of the Israeli-Palestinian negotiations within the current Middle East peace process is, among other things, to establish a Palestinian Interim Self-Government Authority, the elected Council (the Council), for the Palestinian people in the West Bank and the Gaza Strip, for a transitional period not exceeding five years, leading to a permanent settlement based on Security Council Resolutions 242 and 338. It is understood that the interim arrangements are an integral part of the whole peace process and that the negotiations on the permanent status will lead to the implementation of Security Council Resolutions 242 and 338. ARTICLE IIFRAMEWORK FOR THE INTERIM PERIOD The agreed framework for the interim period is set forth in this Declaration of Principles. ARTICLE IIIELECTIONS These elections will constitute a significant interim preparatory step toward the realization of the legitimate rights of the Palestinian people and their just requirements. ARTICLE IVJURISDICTION Jurisdiction of the Council will cover West Bank and Gaza Strip territory, except for issues that will be negotiated in the permanent status negotiations. The two sides view the West Bank and the Gaza Strip as a single territorial unit, whose integrity will be preserved during the interim period. ARTICLE VTRANSITIONAL PERIOD AND PERMANENT STATUS NEGOTIATIONS The five-year transitional period will begin upon the withdrawal from the Gaza Strip and Jericho area. Permanent status negotiations will commence as soon as possible, but not later than the beginning of the third year of the interim period, between the Government of Israel and the Palestinian people representatives. It is understood that these negotiations shall cover remaining issues, including: Jerusalem, refugees, settlements, security arrangements, borders, relations and cooperation with other neighbors, and other issues of common interest. The two parties agree that the outcome of the permanent status negotiations should not be prejudiced or preempted by agreements reached for the interim period. ARTICLE VIPREPARATORY TRANSFER OF POWERS AND RESPONSIBILITIES Upon the entry into force of this Declaration of Principles and the withdrawal from the Gaza Strip and the Jericho area, a transfer of authority from the Israeli military government and its Civil Administration to the authorised Palestinians for this task, as detailed herein, will commence. This transfer of authority will be of a preparatory nature until the inauguration of the Council. Immediately after the entry into force of this Declaration of Principles and the withdrawal from the Gaza Strip and Jericho area, with the view to promoting economic development in the West Bank and Gaza Strip, authority will be transferred to the Palestinians on the following spheres: education and culture, health, social welfare, direct taxation, and tourism. The Palestinian side will commence in building the Palestinian police force, as agreed upon. Pending the inauguration of the Council, the two parties may negotiate the transfer of additional powers and responsibilities, as agreed upon. ARTICLE VIIINTERIM AGREEMENT The Israeli and Palestinian delegations will negotiate an agreement on the interim period (the Interim Agreement) The Interim Agreement shall specify, among other things, the structure of the Council, the number of its members, and the transfer of powers and responsibilities from the Israeli military government and its Civil Administration to the Council. The Interim Agreement shall also specify the Councils executive authority, legislative authority in accordance with Article IX below, and the independent Palestinian judicial organs. The Interim Agreement shall include arrangements, to be implemented upon the inauguration of the Council, for the assumption by the Council of all of the powers and responsibilities transferred previously in accordance with Article VI above. In order to enable the Council to promote economic growth, upon its inauguration, the Council will establish, among other things, a Palestinian Electricity Authority, a Gaza Sea Port Authority, a Palestinian Development Bank, a Palestinian Export Promotion Board, a Palestinian Environmental Authority, a Palestinian Land Authority and a Palestinian Water Administration Authority, and any other Authorities agreed upon, in accordance with the Interim Agreement that will specify their powers and responsibilities. After the inauguration of the Council, the Civil Administration will be dissolved, and the Israeli military government will be withdrawn. ARTICLE VIIIPUBLIC ORDER AND SECURITY In order to guarantee public order and internal security for the Palestinians of the West Bank and the Gaza Strip, the Council will establish a strong police force, while Israel will continue to carry the responsibility for defending against external threats, as well as the responsibility for overall security of Israelis for the purpose of safeguarding their internal security and public order. ARTICLE IXLAWS AND MILITARY ORDERS The Council will be empowered to legislate, in accordance with the Interim Agreement, within all authorities transferred to it. Both parties will review jointly laws and military orders presently in force in remaining spheres. ARTICLE XJOINT ISRAELI-PALESTINIAN LIAISON COMMITTEE In order to provide for a smooth implementation of this Declaration of Principles and any subsequent agreements pertaining to the interim period, upon the entry into force of this Declaration of Principles, a Joint Israeli-Palestinian Liaison Committee will be established in order to deal with issues requiring coordination, other issues of common interest, and disputes. ARTICLE XIISRAELI-PALESTINIAN COOPERATION IN ECONOMIC FIELDS Recognizing the mutual benefit of cooperation in promoting the development of the West Bank, the Gaza Strip and Israel, upon the entry into force of this Declaration of Principles, an Israeli-Palestinian Economic Cooperation Committee will be established in order to develop and implement in a cooperative manner the programs identified in the protocols attached as Annex III and Annex IV . ARTICLE XIILIAISON AND COOPERATION WITH JORDAN AND EGYPT The two parties will invite the Governments of Jordan and Egypt to participate in establishing further liaison and cooperation arrangements between the Government of Israel and the Palestinian representatives, on the one hand, and the Governments of Jordan and Egypt, on the other hand, to promote cooperation between them. These arrangements will include the constitution of a Continuing Committee that will decide by agreement on the modalities of admission of persons displaced from the West Bank and Gaza Strip in 1967, together with necessary measures to prevent disruption and disorder. Other matters of common concern will be dealt with by this Committee. ARTICLE XIIIREDEPLOYMENT OF ISRAELI FORCES After the entry into force of this Declaration of Principles, and not later than the eve of elections for the Council, a redeployment of Israeli military forces in the West Bank and the Gaza Strip will take place, in addition to withdrawal of Israeli forces carried out in accordance with Article XIV. In redeploying its military forces, Israel will be guided by the principle that its military forces should be redeployed outside populated areas. Further redeployments to specified locations will be gradually implemented commensurate with the assumption of responsibility for public order and internal security by the Palestinian police force pursuant to Article VIII above. ARTICLE XIVISRAELI WITHDRAWAL FROM THE GAZA STRIP AND JERICHO AREA Israel will withdraw from the Gaza Strip and Jericho area, as detailed in the protocol attached as Annex II. ARTICLE XVRESOLUTION OF DISPUTES Disputes arising out of the application or interpretation of this Declaration of Principles. or any subsequent agreements pertaining to the interim period, shall be resolved by negotiations through the Joint Liaison Committee to be established pursuant to Article X above. Disputes which cannot be settled by negotiations may be resolved by a mechanism of conciliation to be agreed upon by the parties. The parties may agree to submit to arbitration disputes relating to the interim period, which cannot be settled through conciliation. To this end, upon the agreement of both parties, the parties will establish an Arbitration Committee. ARTICLE XVIISRAELI-PALESTINIAN COOPERATION CONCERNING REGIONAL PROGRAMS Both parties view the multilateral working groups as an appropriate instrument for promoting a Marshall Plan, the regional programs and other programs, including special programs for the West Bank and Gaza Strip, as indicated in the protocol attached as Annex IV . ARTICLE XVIIMISCELLANEOUS PROVISIONS This Declaration of Principles will enter into force one month after its signing. All protocols annexed to this Declaration of Principles and Agreed Minutes pertaining thereto shall be regarded as an integral part hereof. Witnessed By: The United States of AmericaThe Russian Federation ANNEX IPROTOCOL ON THE MODE AND CONDITIONS OF ELECTIONS Palestinians of Jerusalem who live there will have the right to participate in the election process, according to an agreement between the two sides. In addition, the election agreement should cover, among other things, the following issues: the system of elections; the mode of the agreed supervision and international observation and their personal composition; and rules and regulations regarding election campaign, including agreed arrangements for the organizing of mass media, and the possibility of licensing a broadcasting and TV station. The future status of displaced Palestinians who were registered on 4th June 1967 will not be prejudiced because they are unable to participate in the election process due to practical reasons. ANNEX IIPROTOCOL ON WITHDRAWAL OF ISRAELI FORCES FROM THE GAZA STRIP AND JERICHO AREA The two sides will conclude and sign within two months from the date of entry into force of this Declaration of Principles, an agreement on the withdrawal of Israeli military forces from the Gaza Strip and Jericho area. This agreement will include comprehensive arrangements to apply in the Gaza Strip and the Jericho area subsequent to the Israeli withdrawal. Israel will implement an accelerated and scheduled withdrawal of Israeli military forces from the Gaza Strip and Jericho area, beginning immediately with the signing of the agreement on the Gaza Strip and Jericho area and to be completed within a period not exceeding four months after the signing of this agreement. The above agreement will include, among other things: Arrangements for a smooth and peaceful transfer of authority from the Israeli military government and its Civil Administration to the Palestinian representatives. Structure, powers and responsibilities of the Palestinian authority in these areas, except: external security, settlements, Israelis, foreign relations, and other mutually agreed matters. Arrangements for the assumption of internal security and public order by the Palestinian police force consisting of police officers recruited locally and from abroad holding Jordanian passports and Palestinian documents issued by Egypt). Those who will participate in the Palestinian police force coming from abroad should be trained as police and police officers. A temporary international or foreign presence, as agreed upon. Establishment of a joint Palestinian-Israeli Coordination and Cooperation Committee for mutual security purposes. An economic development and stabilization program, including the establishment of an Emergency Fund, to encourage foreign investment, and financial and economic support. Both sides will coordinate and cooperate jointly and unilaterally with regional and international parties to support these aims. Arrangements for a safe passage for persons and transportation between the Gaza Strip and Jericho area. The above agreement will include arrangements for coordination between both parties regarding passages: Gaza - Egypt; and Jericho - Jordan. The offices responsible for carrying out the powers and responsibilities of the Palestinian authority under this Annex II and Article VI of the Declaration of Principles will be located in the Gaza Strip and in the Jericho area pending the inauguration of the Council. Other than these agreed arrangements, the status of the Gaza Strip and Jericho area will continue to be an integral part of the West Bank and Gaza Strip, and will not be changed in the interim period. ANNEX IIIPROTOCOL ON ISRAELI-PALESTINIAN COOPERATION IN ECONOMIC AND DEVELOPMENT PROGRAMS The two sides agree to establish an Israeli-Palestinian continuing Committee for Economic Cooperation, focusing, among other things, on the following: Cooperation in the field of water, including a Water Development Program prepared by experts from both sides, which will also specify the mode of cooperation in the management of water resources in the West Bank and Gaza Strip, and will include proposals for studies and plans on water rights of each party, as well as on the equitable utilization of joint water resources for implementation in and beyond the interim period. Cooperation in the field of electricity, including an Electricity Development Program, which will also specify the mode of cooperation for the production, maintenance, purchase and sale of electricity resources. Cooperation in the field of energy, including an Energy Development Program, which will provide for the exploitation of oil and gas for industrial purposes, particularly in the Gaza Strip and in the Negev, and will encourage further joint exploitation of other energy resources. This Program may also provide for the construction of a Petrochemical industrial complex in the Gaza Strip and the construction of oil and gas pipelines. Cooperation in the field of finance, including a Financial Development and Action Program for the encouragement of international investment in the West Bank and the Gaza Strip, and in Israel, as well as the establishment of a Palestinian Development Bank. Cooperation in the field of transport and communications, including a Program, which will define guidelines for the establishment of a Gaza Sea Port Area, and will provide for the establishing of transport and communications lines to and from the West Bank and the Gaza Strip to Israel and to other countries. In addition, this Program will provide for carrying out the necessary construction of roads, railways, communications lines, etc. Cooperation in the field of trade, including studies, and Trade Promotion Programs, which will encourage local, regional and inter-regional trade, as well as a feasibility study of creating free trade zones in the Gaza Strip and in Israel, mutual access to these zones, and cooperation in other areas related to trade and commerce. Cooperation in the field of industry, including Industrial Development Programs, which will provide for the establishment of joint Israeli- Palestinian Industrial Research and Development Centers, will promote Palestinian-Israeli joint ventures, and provide guidelines for cooperation in the textile, food, pharmaceutical, electronics, diamonds, computer and science-based industries. A program for cooperation in, and regulation of, labor relations and cooperation in social welfare issues. A Human Resources Development and Cooperation Plan, providing for joint Israeli-Palestinian workshops and seminars, and for the establishment of joint vocational training centers, research institutes and data banks. An Environmental Protection Plan, providing for joint and/or coordinated measures in this sphere. A program for developing coordination and cooperation in the field of communication and media. Any other programs of mutual interest. ANNEX IVPROTOCOL ON ISRAELI-PALESTINIAN COOPERATION CONCERNING REGIONAL DEVELOPMENT PROGRAMS The two sides will cooperate in the context of the multilateral peace efforts in promoting a Development Program for the region, including the West Bank and the Gaza Strip, to be initiated by the G-7. The parties will request the G-7 to seek the participation in this program of other interested states, such as members of the Organisation for Economic Cooperation and Development, regional Arab states and institutions, as well as members of the private sector. The Development Program will consist of two elements: an Economic Development Program for the West Bank and the Gaza Strip. a Regional Economic Development Program. A Social Rehabilitation Program, including a Housing and Construction Program. A Small and Medium Business Development Plan. An Infrastructure Development Program (water, electricity, transportation and communications, etc.) A Human Resources Plan. Other programs. The establishment of a Middle East Development Fund, as a first step, and a Middle East Development Bank, as a second step. The development of a joint Israeli-Palestinian-Jordanian Plan for coordinated exploitation of the Dead Sea area. The Mediterranean Sea (Gaza) - Dead Sea Canal. Regional Desalinization and other water development projects. A regional plan for agricultural development, including a coordinated regional effort for the prevention of desertification. Interconnection of electricity grids. Regional cooperation for the transfer, distribution and industrial exploitation of gas, oil and other energy resources. A Regional Tourism, Transportation and Telecommunications Development Plan. Regional cooperation in other spheres. The two sides will encourage the multilateral working groups, and will coordinate towards their success. The two parties will encourage intersessional activities, as well as pre-feasibility and feasibility studies, within the various multilateral working groups. AGREED MINUTES TO THE DECLARATION OF PRINCIPLES ON INTERIM SELF-GOVERNMENT ARRANGEMENTS A. GENERAL UNDERSTANDINGS AND AGREEMENTS Any powers and responsibilities transferred to the Palestinians pursuant to the Declaration of Principles prior to the inauguration of the Council will be subject to the same principles pertaining to Article IV, as set out in these Agreed Minutes below. B. SPECIFIC UNDERSTANDINGS AND AGREEMENTS Article IV It is understood that: Jurisdiction of the Council will cover West Bank and Gaza Strip territory, except for issues that will be negotiated in the permanent status negotiations: Jerusalem, settlements, military locations, and Israelis. The Councils jurisdiction will apply with regard to the agreed powers, responsibilities, spheres and authorities transferred to it. Article VI (2) It is agreed that the transfer of authority will be as follows: The Palestinian side will inform the Israeli side of the names of the authorised Palestinians who will assume the powers, authorities and responsibilities that will be transferred to the Palestinians according to the Declaration of Principles in the following fields: education and culture, health, social welfare, direct taxation, tourism, and any other authorities agreed upon. It is understood that the rights and obligations of these offices will not be affected. Each of the spheres described above will continue to enjoy existing budgetary allocations in accordance with arrangements to be mutually agreed upon. These arrangements also will provide for the necessary adjustments required in order to take into account the taxes collected by the direct taxation office. Upon the execution of the Declaration of Principles, the Israeli and Palestinian delegations will immediately commence negotiations on a detailed plan for the transfer of authority on the above offices in accordance with the above understandings. Article VII (2) The Interim Agreement will also include arrangements for coordination and cooperation. Article VII (5) The withdrawal of the military government will not prevent Israel from exercising the powers and responsibilities not transferred to the Council. Article VIII It is understood that the Interim Agreement will include arrangements for cooperation and coordination between the two parties in this regard. It is also agreed that the transfer of powers and responsibilities to the Palestinian police will be accomplished in a phased manner, as agreed in the Interim Agreement. Article X It is agreed that, upon the entry into force of the Declaration of Principles, the Israeli and Palestinian delegations will exchange the names of the individuals designated by them as members of the Joint Israeli-Palestinian Liaison Committee. It is further agreed that each side will have an equal number of members in the Joint Committee. The Joint Committee will reach decisions by agreement. The Joint Committee may add other technicians and experts, as necessary. The Joint Committee will decide on the frequency and place or places of its meetings. Annex II It is understood that, subsequent to the Israeli withdrawal, Israel will continue to be responsible for external security, and for internal security and public order of settlements and Israelis.
